You see, he realised when the floods started getting bad that the safest place to be on a sinking ship is the highest point you can find, and his ability to get into people's heads made this fairly easy for him. He's turned Johnstown into another, more tightly-controlled small dictatorship amongst the thousand small and desperate dictatorships that are springing up as society goes to shit.
